This position is an integral member of the Privacy and Risk Management team providing co-ordination and support across the entire privacy portfolio. Reporting to the Manager, Privacy the incumbent is a strong, independent resource; a team player who is proactive, flexible as well as competent in determining priorities, exercising judgement and discretion with confidential information with strong organizational, investigative, fact finding and problem-solving skills.

The Privacy Specialist works collaboratively with all levels of hospital staff and external stakeholders to facilitate the development, implementation and evaluation of the corporate privacy program.

This position will manage SHN corporate policies, including but not limited to:
• Management of the corporate policy page (MyNetwork)
• Supporting internal stakeholders with maintaining an up-to-date corporate policy webpage, manages policy metrics and reporting

This position will also support the corporate on-call schedule, communications, supports internal stakeholders with changes, and supports Leadership onboarding, evaluation of on-call process.

Responsibilities:

• Oversee the design, implementation, monitoring and reporting on the privacy compliance program and control measures to be compliant with PHIPA and FIPPA legislation and best practice
• Coordinate and manage internal privacy reviews, data privacy impact assessments and external assessments
• Review new applications and business processes that require access to personal health information, ensuring compliance with privacy standards, legislation, and industry best practices
• Review data sharing agreements and vendor agreements in collaboration with Legal and Information Security/Technologies
• Promote privacy awareness across the organization
• Investigate both internal and external incidents, complaints, and privacy related inquires
• Develop privacy audit strategy and manage audit process in EPIC and through third party systems (SAM)
• Maintain the relevant documentation of the privacy program including tracking incidents and themes
• Work cooperatively and collaboratively with various departments on various policies
• Liaison with external bodies including the Information and Privacy Commissioner of Ontario
• Manage matters related to Freedom of Information and responsibilities under applicable legislation
• Present to front line staff, leadership, and Board on privacy program
• Explore and champion technology and/or improvements in privacy process and protocols
• Support corporate policy page on MyNetwork
• Support data and statistics for tracking corporate policies
• Manage corporate oncall schedule, resource page, and change requests
• Evaluate processes and resources to identify improvements

Requirements:

• Undergraduate degree in a related field (Health related background preferred)
• Minimum 3 years progressive experience in Privacy within a health care environment
• Experience interpreting and applying privacy legislation, policies, and procedures related to access to, and the collection, use, disclosure, storage and destruction of personal health information governed by PHIPA
• Experience with reviewing data sharing agreements and vendor agreements in collaboration with Legal and Information Security/Technologies
• Ability to take initiative and be proactive
• Demonstrated excellent communication (written, verbal, and non-verbal) and interpersonal skills
• Advanced knowledge and experience in Microsoft Office (Outlook, Excel, Word, and PowerPoint)
• Strong analytical, problem-solving, and conflict resolution skills

Asset:

• CIPP/C and/or CIPM certification
• Paralegal License
• Experience with Microsoft SharePoint and/or Document Sharing Platforms
